发声的规范性，主要体现在吐字归音以及口腔控制当中，声音到了口腔当中，通过咬字器官的综合运动，产生出富有意义的字音，我们的广播电视有声语言采用的是规范的、标准的普通话语音，由吐字归音以及口腔控制出现的问题，直接影响到普通话语音的标准度。

吐字归音的要领，把一个字音分为声、韵、调三个部分。声，是指一个音节的声母部分，也叫字头;韵，是一个音节的韵母部分。韵母部分，又分为韵头、韵腹和韵尾。调，则是一个音节的声调。汉语普通话的声调分为阴平、阳平、上声、去声四类。声调是贯穿着整个音节的始终，而它主要体现在韵腹上。吐字归音，对出字、立字、归音的具体要求都落实到音节的各个部分上。所以要掌握吐字归音，就要先了解汉语音节的结构。在吐字的过程当中，对字头、字腹、字尾的处理，分别叫做出字、立字和归音。出字，要做到咬住弹出，部位准确;气息饱满，结实有力;短暂敏捷，干净利落;定型标准，准确自然。立字，要做到拉开立起，气息均匀;音长音响，圆润饱满;窄韵宽发，宽韵窄发;前音后发，后音前发;圆唇扁发，扁音圆发。归音，要做到尾音轻短，完整自如;避免生硬，突然收住;归音到位，送气到家;干净利落，趋向鲜明。综和以上的要求来看，对于熟练掌握普通话语音，就必须加强吐字归音的练习。在我们台里就有一个鲜活的例子，一位咱们系87级的学生，在台里分别从事过新闻播音、专题节目主持人等工作，在播音方面是很有经验的老播音员了，但是，在多次的普通话测试中，都只取得了一级乙等的水平，在惊讶和惋惜之余，我认为就是口腔开度不够，影响到了韵母的完整，出现了许多的缺陷，特别是韵母a、o、i以及由以上韵母而组成的复合韵母中，字腹受到口腔开度的影响，没有充分地拉高，立起，使得字音受到影响。另外还有调值对语音的影响，调，是一个音节的声调，它主要体现在韵腹上。而由于受到口腔控制能力的限制，调值的不稳定在语流中显得十分明显。由此可以看出，唇舌的力度以及口腔控制能力对于发出规范的语音的重要。
